As part of the continuous assessment of emergency notification protocols and procedures, campus officials will test the CU ��ý�� alerts system at approximately 12:15 p.m. (MST) on Tuesday, Jan. 20.

The annual testing, required by a federal law known as the Clery Act, involves checking the university’s systems for sending text messages, emails, social media posts, computer desktop alerts, push notifications to the CU ��ý�� Safe app and website announcements. CU ��ý�� conducts alert tests each semester to ensure the university stays current with best practices and maintains readiness to respond in case of emergencies.

Before the Jan. 20 test, students, faculty and staff members should check their Buff Portal or MyCUInfo accounts to make sure their contact information is up to date.

The information below outlines how to ensure you receive emergency notifications, the types of emergency notifications the campus provides, and how to stay informed about off-campus incidents.

How to receive CU ��ý�� alerts

CU ��ý�� Safe app

CU ��ý�� also offers the CU ��ý�� Safe app, a centralized place to receive campus alerts, access safety tools and learn how the university communicates during emergencies.

The app includes an in-app Safety Toolbox with alerts training videos and resources that explain CU ��ý��’s three levels of alerts: Emergency Alerts to keep you safe, Safety Alerts to help you be aware and CU Advisories to keep you informed.

Community members are encouraged to visit the resources page to better understand alert types, what actions to take and how the university shares critical safety information. The CU ��ý�� Safe app is available for download on iOS and Android.

Students should consult the student alerts step-by-step guide. Faculty, staff and others with university email accounts (colorado.edu) can consult the employee alerts step-by-step guide. CU ��ý�� employees can now opt to receive alerts in languages other than English. This service is also available to students.

CU ��ý�� partners who have cu.edu, cufund.org, cusys.edu, ucdenver.edu or cuanschutz.edu email domains must register and maintain their information on the CU ��ý�� Rave webpage.

Affiliates who are not students, faculty or staff and do not have a CU email domain can opt in to receive CU ��ý�� text alerts by texting “cuaffiliate” to 67283. Registration expires one year after opting in and must be renewed annually. You may text “STOP” at any time to 67283 to be removed. As a member of CU ��ý�� Alerts, you will receive text notifications for campuswide events.

If there is a true ongoing campus threat to personal safety or a campus closure, a campuswide alert will be sent using one or more of the available communication methods. Text messaging is the preferred method, as it reaches the most individuals in the least amount of time.

After the scheduled test, if you believe you should have received an alert and did not, or if you need help signing up for the system, please email the Emergency Management team.

What are CU Emergency Alerts?

CU ��ý�� issues emergency notifications, called CU Emergency Alerts, to the campus community when there is a confirmed immediate threat to the safety of those on or near campus, particularly in areas with high student populations.

Such threats may include an active harmer, a natural disaster, severe weather or other time-sensitive life safety concerns. CU Emergency Alerts can also be used in the event of campus closures or delayed starts.

Other notifications: CU Safety Alerts and CU Advisories

The university uses three levels of emergency notification.

In addition to CU Emergency Alerts, campus officials issue CU Safety Alerts (timely warnings) in accordance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.

For non-immediate threats or incidents that may impact daily life on campus, CU ��ý�� issues CU Advisories.

What about off-campus emergencies?

Campus community members who live off campus or spend significant time off campus may want to stay informed about nearby incidents and safety concerns. This article explains how the university responds to off-campus incidents in areas with high student populations and provides guidance on staying informed.

The city of ��ý�� and ��ý�� County distribute emergency alerts through a system called BOCOAlert (Everbridge). Community members with ��ý�� addresses are automatically enrolled. Those who live outside ��ý�� but want to receive alerts must sign up separately.

The university encourages all community members to follow @CU��ý��Alerts and @CU��ý��Police on X (formerly Twitter). The CU ��ý�� Police Department is part of the Division of Public Safety.

The ��ý�� Police Department and ��ý�� Fire-Rescue also maintain social media channels for nonemergency information. Local news media can also be a reliable resource, particularly when misinformation is circulating.

As the Front Range faced two powerful wind events from Dec. 17 to 20, 2025, CU ��ý�� coordinated action to protect the campus community and its infrastructure. With gusts peaking between 80 and 113 miles per hour, the university’s proactive administrative closures and rapid emergency response helped reduce the risk of serious injury and mitigated impacts to critical research operations.

“I am deeply grateful to the CU ��ý�� staff members who worked through dangerous conditions to keep our campus safe and operational,” said Chancellor Justin Schwartz. “Their preparation and coordination protected people, preserved critical research and reflected the dedication our staff bring to this campus every day. I also want to thank our students, faculty and staff for their flexibility as operations were adjusted ahead of the holiday break to prioritize safety.”

A strategy of preparation

Preparation began days before the first gusts hit. Following forecasts of extreme winds and elevated fire danger, campus leaders and operational teams conducted briefings on anticipated conditions, potential power-loss scenarios and secondary risks, including elevated fire danger and infrastructure impacts. Units coordinated through the Emergency Management Policy Group (EMPG) and the Incident Management Team (IMT), with teams across public safety, facilities and IT aligning closely with city, county and utility partners to prepare for worst-case scenarios, including widespread power loss and airborne debris.

"Our decisions were guided by a single priority: keeping people safe," said Jack Briggs, associate vice chancellor for public safety operations. "Closing campus reduced the number of people exposed to risk and allowed our teams to focus on monitoring conditions and securing hazards."

As high winds arrived Dec. 17, the university implemented a series of proactive operational adjustments to reduce exposure to sudden and unpredictable hazards. These included an administrative closure on Dec. 17, a two-hour delayed start on Dec. 18 and a second administrative closure on Dec. 19. Decisions were guided by National Weather Service forecasts and red flag warnings and coordinated planning among campus leadership, the Joint Information Center (JIC), Division of Public Safety, Infrastructure and Resilience and local emergency partners.

Protecting critical systems and research

Ahead of the storm, teams across campus focused on protecting essential systems and operations, including:

Verifying backup generator readiness for critical facilities
Ensuring building security through access-control systems
Prioritizing essential research activities and safeguarding sensitive materials
Communicating through CU ��ý�� Alerts and the CU ��ý�� Safe app

Facilities Management, Division of Public Safety, Housing and Dining, Emergency Management and the Office of Information Technology worked together to protect irreplaceable research and maintain continuity during power disruptions.

On the front lines

Throughout the wind events, essential employees worked under challenging conditions to protect the campus community and maintain critical operations. Their professionalism and rapid response were critical to identifying hazards and securing unsafe areas during a period of elevated risk.

300+ essential employees deployed across campus operations
328 hours of in-house cleanup labor (more ongoing)
171 hours of trades labor
3,280 lbs of dry ice deployed to protect research freezers

CU ��ý�� Police provided a strong on-the-ground presence, identifying hazards and supporting the coordinated campus response. Simultaneously, Facilities Management and Environmental Health and Safety focused on stabilization, dedicating their efforts to preparation and mitigating further damage following specific incidents while the campus remained closed.

The impact was visible across campus, particularly to trees and landscaping. Vincent Aquino, Facilities Management arboriculture supervisor, noted the intensity of the event.

“This was one of the most severe wind events I’ve experienced in almost 30 years on campus,” said Aquino. “When winds reach this level, even large, healthy trees can fail quickly and unpredictably. Having fewer people on campus significantly reduced the risk of serious injury.”

While most of Main Campus maintained power, the university managed a planned outage in the Grandview area and an unplanned disruption at Williams Village and parts of East Campus, ensuring residents, university operations and research were supported throughout the recovery.

Recovery and preparedness moving forward

Following the wind events, Facilities Management initiated damage assessments, including inspections of roofs, rooftop equipment and landscaping. Cleanup and repairs continued through winter break.

CU ��ý�� remains committed to preparedness, safety and clear communication during severe weather events and will continue coordinating with regional partners to guide future operational decisions. Campus community members are encouraged to monitor CU ��ý�� Alerts and download the CU ��ý�� Safe app for timely updates.

The CU ��ý�� Police Department (CUPD) celebrated the swearing-in of three new members this week during a ceremony at the ��ý�� County Courthouse: Officer Rickey Thomas and K-9s Dax and Harlo. The additions reflect CUPD’s continued commitment to campus safety, preparedness and community engagement.

Thomas joins CUPD from Fort Lewis College Police Department in Durango, where he served as a corporal, field training officer and academy instructor. He holds a bachelor’s degree in history and a master’s degree in criminal justice.

Thomas moved to ��ý�� with his husband and daughter seeking new opportunities and a welcoming community. With his husband being a CU ��ý�� alumnus, the family already felt a strong connection to the campus.

“Everyone I spoke to over the years talked about CUPD’s positive reputation for professionalism and investment in their officers,” Thomas said. “I’m excited to be a part of CUPD and the ��ý�� community, and I’m looking forward to serving this campus.”

Thomas said continuing his career in a campus environment was important to him.

“I enjoy working in a campus environment because it allows me to have an impact on people from all over the country and walks of life,” he said. He added that CU ��ý��’s reputation for excellence played a major role in his decision to join the department.

“I was drawn to CU because of their reputation for being the best. I want to be the best version of myself, and to do that I want to be surrounded by the same.”

Thomas said he hopes his presence on campus helps build approachability and trust.

“My hope is that people know me as a person first, and if the time ever comes when they need the police, they know I am a safe and reliable person to call.”

While Dax, a black Labrador retriever, and Harlo, a golden Labrador retriever, have already been introduced to campus, the ceremony marked their formal swearing-in as explosive detection K-9s. The dogs will support major events and public outreach.

CUPD is proud to welcome its newest members and looks forward to the important role they will play in supporting safety and connection across the CU ��ý�� community.

CU ��ý�� has launched a new animated video series designed to help the campus community better understand and respond to our three levels of alerts.

“More clear. Less fear.” is a campaign that aims to empower CU ��ý�� students, faculty, staff and visitors with knowledge about emergency alert definitions and safety instructions, helping them make informed decisions during emergencies.

“We want our community to feel confident and informed when an emergency happens,” said Marlon Lynch, vice chancellor for public safety. “These videos are designed to explain what to expect and how to respond, in a format that’s accessible and easy to remember.”

The short-animated videos use infographics to explain CU ��ý��’s three-tiered alert system:

Emergency Alerts—for safety

Sent when there’s an immediate threat to life or safety. You’ll receive these alerts via text, email, social media and other channels, with clear instructions on what to do. It's associated with the color red.

Safety Alerts—for awareness

Issued when there’s an ongoing threat on or near campus that needs your awareness (such as a robbery or motor vehicle theft). It’s associated with the color orange.

CU Advisories—for information

Shared for nonemergency situations that may affect you, such as road closures or nearby police activity. It’s associated with the color yellow.

The videos also explain key emergency terms such as “shelter in place” and “run, hide, fight” and emphasize the importance of acting quickly based on alert instructions rather than waiting for full details.

The series was born out of a grant awarded to the Institute of Behavioral Science’s Prevention Science Program by the Colorado Department of Public Safety’s Preventing Identity-Based Violence Program. CU ��ý�� researchers first conducted focus groups with faculty, staff and students about their safety-related needs and interests on campus.

One of the themes to emerge from the focus groups was the need for clearer guidance on the university’s emergency alert system.

The Prevention Science Program then worked in collaboration with the Division of Public Safety, Division of Social Sciences, Division of Student Life and Office of Strategic Relations and Communications to develop the content, focusing on short videos that felt practical rather than overwhelming.

“Students, faculty, and staff expressed a desire for more information about and clarification of CU’s emergency alert system and terminology, particularly because the response to an emergency on a college campus is different from the response to an emergency in K-12 schools,” said Sarah Goodrum, director of the Violence Prevention Project in the Prevention Science Program. “This campaign used that feedback to develop clear, short explanations about the university’s three alert levels and key emergency alert terms.”

Through this collaborative effort, the campus developed this campaign to meet the campus community’s needs, is informed by best practices and is accessible across various platforms.

“This is a resource for everyone who steps foot on campus,” Lynch said. “We want all community members and their loved ones to feel more prepared and less anxious during emergency situations.”

The campaign supports the Division of Public Safety’s broader efforts to build trust and awareness of CU ��ý��’s integrated approach to campus safety.

At CU ��ý��, we are fortunate to have beautiful waterways, including ��ý�� Creek, integrated into our campus ecosystem. However, keeping these waterways healthy requires our collective effort.

��ý�� Creek is considered an impaired waterway by the state of Colorado due to excess amounts of Escherichia coli bacteria (E. coli). While ��ý�� Creek is not currently considered impaired by nutrient pollution, raising awareness about nutrients is key to help prevent future impairment.

Nutrient pollution: What is it and why should we care?

Nutrient pollution occurs when excess compounds of nitrogen and phosphorus enter our waterways, often from sources like fertilizers, pet waste and improperly disposed organic material. These nutrients can be washed off lawns and gardens during rainfall or irrigation, flowing directly into storm drains and, ultimately, into our stormwater systems. Once in the water, they can cause algal blooms, which deplete oxygen levels, harm aquatic life and degrade water quality.

E. coli contamination in ��ý�� Creek

In addition to nutrient pollution, E. coli, a common bacterium from multiple sources, also impacts ��ý�� Creek. Urbanization reduces the number of porous surfaces and increases contamination sources that wash into the storm sewer, promoting bacterial growth. The university is actively investigating and addressing the sources of E. coli in stormwater discharges.

How you can help reduce nutrient pollution and E. coli loading

Fertilizer use: Avoid over-fertilizing lawns and gardens, and never apply fertilizers near storm drains.
Organic waste: Properly dispose of lawn clippings, leaves and other organic material instead of letting them wash into storm drains.
Pet waste: Always clean up after your pets. Pet waste contributes to both bacteria and nutrients that pollute stormwater.
Trash disposal: Place all garbage in waste containers, and avoid feeding wildlife, which can increase waste in waterways.
Report issues: If you see illegal dumping or clogged storm sewer inlets on campus, contact Facilities Management at 303-492-5522.

As a large, eco-conscious community at CU ��ý��, we have a great opportunity to work together to protect our stormwater resources and contribute to the university’s sustainability goals. By adopting simple habits like cleaning up after pets, properly disposing of waste and being mindful of fertilizer use, each of us can make a positive impact.

Our phones, tablets and laptops often contain personal information and important data, having great value to criminals. These pointers from CUPD can help prevent your devices from being stolen.

While not one of our leading crimes on campus, car thefts and property theft from inside cars can happen to anyone, anywhere. Since the beginning of this academic year, the CU ��ý�� Police Department (CUPD) has received two reports of attempted motor vehicle theft on campus. Here are a few steps you can take to help prevent this from happening to you.

If your car will be there after dark, park it in a well-lit area near a lamp post or camera if possible.
Never leave items of value out in the open. This includes open and unopened bags, phones, headphones, computers and more. Thieves love to know there is something they could get before breaking in.
Make sure your doors are locked and your windows are closed. Even a small opening can be useful to a thief.
Unless you have a remote starting device, never leave your car unattended while it is running.
Consider installing a security alarm to your car to act as a deterrent. Also, after-market items such as steering wheel locking mechanisms or even a GPS tracking device, like an Apple AirTag, can be a good tool as well.

Just a few simple steps could help prevent you from becoming a victim of this crime.

CU ��ý�� has launched a new mobile safety app, CU ��ý�� Safe. The app is designed to centralize emergency alerts, safety tools and campus resources—making it easier for students, faculty and staff to find everything they need in one place. CU ��ý�� Safe is free for campus affiliates and available on both iOS and Android devices.

Once downloaded, campus community members can log in with their CU ��ý�� credentials to receive emergency alerts, connect with dispatch for support, and access important safety resources. The app brings together tools that were previously spread across multiple websites and platforms, including links to Buff Bus, CUNightRide, parking and campus maps, mental health services and campus reporting options.

“Safety is a shared responsibility, and this app gives every member of our community the tools they need to stay informed, connected and supported—whether in an emergency or just going about their day,” said Marlon Lynch, vice chancellor for public safety.

One of the key new features is a built-in text function to communicate with dispatch in non-emergency situations. Another new feature is Virtual Walkhome, which enables you to allow CU ��ý�� Police dispatchers to monitor your location as you walk across campus. It’s designed to give you peace of mind if you’re walking alone—especially at night. The Friend Walk option, which the campus previously offered through the Guardian app, lets you share your location with a trusted friend or family member who can track your route until you arrive safely.

“The CU ��ý�� Safe app is one more tool that our students, faculty and staff now have access to that provides added safety and security to our campus,” said Chancellor Justin Schwartz. “Offering such a resource through the Division of Public Safety is critical to the university’s priority of building a more safe and resilient campus community.”

The app also includes quick access to CUPD, alerts social feeds (@CU��ý��Alerts and @CU��ý��Police), and community safety partners like BoCoAlert and the ��ý�� Police Department.

CU ��ý�� Safe will eventually replace the Guardian safety app, which will be phased out later this year. Help us get the word out—encourage your colleagues and students to download the CU ��ý�� Safe app and start using it today.

CU ��ý�� Safe is an app available for download by all students, faculty and staff. You must have an IdentiKey to access the app.

In the Apple App or Google Play store, search for and download the “CU ��ý�� Safe” app
Open the app and log in using your IdentiKey credentials.
Make sure to enable push notifications. This will allow you to receive real-time emergency alerts through the app.
Add your phone number to your profile. This helps dispatch reach you faster in an emergency.
