The National Center for Atmospheric Research is a cornerstone of America’s weather, climate and space weather enterprise, and an essential asset for Colorado and the country. For more than 60 years, NCAR’s integrated, community‑serving model has enabled scientific breakthroughs that protect lives, enhance emergency planning, strengthen our economy, improve aviation and transportation operations, and support national security.

CU ��ý�� strongly urges NSF to preserve NCAR as a unified national center. Fragmenting its capabilities would weaken forecasting, disrupt specialized expertise, reduce the return on federal investment, and threaten the United States’ position as a global leader in atmospheric and Earth system science.

At the same time, if change is in the best interest of our nation, CU ��ý�� has proposed an alternative path forward: preserving NCAR’s core structure while expanding its national impact through a university‑led consortium initially led by CU ��ý��, the University of Oklahoma and the University of Wyoming. This approach builds on decades of successful partnership between NCAR, strategically aligned research universities and federal laboratories, and would accelerate innovation, strengthen workforce development, and expand research‑to‑operations pathways nationwide.

��ý��'s high concentration of atmospheric, Earth system, and geophysical research institutions has benefitted communities across the country through critical advances in extreme weather prediction, wildfire and drought science, space weather preparedness, and Earth system modeling. We stand ready to work with NSF, Congress and the research community to ensure NCAR continues serving the nation for decades to come.

The ��ý�� is committed to fostering an inclusive environment for all students, faculty and staff regardless of national origin, religion, culture and other classes protected under U.S. laws and by university policies. When these allegations arose in 2023, we took them seriously and adhered to established, robust processes to address them, as we do with all claims of discrimination and harassment. We reached an agreement with the students in September and deny any liability in this case.

CU ��ý��’s anthropology department has worked to rebuild trust among students, faculty and staff. Among other efforts, department leaders met with graduate students, faculty and staff to listen and discuss changes that best support the department’s efforts to foster an inclusive and supportive environment for all.

Individuals who are determined to be responsible for violating university policies preventing discrimination and harassment are held accountable. Federal student and employee privacy laws prevent us from commenting on the specific circumstances surrounding claims of discrimination and harassment.

Together, CU and NCAR have advanced critical scientific understanding in various weather-related areas affecting our state and nation—work that directly benefits communities around the country and supports national security. NCAR is a national resource with deep-rooted collaborations with institutions across the United States and the world.

Our faculty, researchers, and students work closely with NCAR on numerous projects that enable our nation to predict, prepare and respond to natural disasters that can have severe consequences on our communities both in terms of lives and economic impact to our communities. We believe maintaining NCAR’s capabilities is essential for scientific progress and for safeguarding lives and livelihoods.

The ��ý�� strongly condemns the use of expletives and religious slurs by individuals in the stands during the recent football game against BYU. Such behavior is deeply disappointing and does not reflect the values of respect, inclusion and integrity we expect of our campus community.

Attending sporting events at CU ��ý�� is a privilege, and with that comes the responsibility to uphold our Fan Code of Conduct. The university and CU Athletics have a strict policy when it comes to abusive behavior, and those found to have engaged in conduct that is not consistent with our values are held accountable.

CU ��ý�� is committed to fostering an environment where all individuals—students, staff, faculty, alumni, opposing fans and other visitors—feel welcome and safe. Discriminatory language and hostile conduct have no place at our athletic events or anywhere on our campus.

We thank the majority of our fans who continue to support our teams with enthusiasm and respect. Together, we can ensure that CU ��ý�� events remain a source of pride and unity for our community and that visitors to our campus have a positive experience.

On June 13, the Colorado Department of Public Health and Environment (CDPHE) reported a confirmed measles case in ��ý�� County. Through contact tracing, public health officials have excluded the ��ý�� campus from the list of confirmed exposure locations.

Because measles is highly contagious, the university encourages the campus community to remain vigilant about the disease. CU ��ý�� is working with its partners in the city and county of ��ý�� and CDPHE to monitor and respond to any potential future impacts to campus.

CU ��ý��’s Health and Wellness Services has been working since early spring to educate the campus community and raise awareness about the risks of measles, how to prevent it, and what to do if a student or employee suspects they may have been exposed to the measles virus. Those efforts are ongoing and will continue into the next academic year.

Members of the campus community who have questions about the measles virus are encouraged to contact Medical Services.

Following a thorough review of the evidence obtained during the investigation of a classroom incident on the ��ý�� campus on April 2, the CU ��ý�� Police Department consulted with the ��ý�� County District Attorney’s office. After a careful evaluation, and under the consideration that the standard for filing criminal charges requires that there be a reasonable likelihood of conviction, the agencies determined that criminal charges would not be filed.

There was no evidence indicating the instructor of the class broke any laws in the April 2 incident. The university has excluded the class mentor from campus. While federal law prohibits the university from disclosing specific actions involving students, all students are subject to adhering to the CU ��ý�� Student Code of Conduct. Any student found responsible for violating the Student Code of Conduct will be subject to appropriate sanctions.

The safety of all students, faculty, staff and visitors at CU ��ý�� remains a top priority, and the university is committed to protecting public safety on campus while also supporting free speech that does not violate laws or university policies. CUPD appreciates the ��ý�� County District Attorney’s support in evaluating this case.

The CU ��ý�� Police Department is investigating an incident that occurred Wednesday, April 2, where a classroom was disrupted by unidentified individuals, one or more of whom were removed from the classroom after being told to leave repeatedly by the instructor. A second individual who appears to be removing individuals from the class in a video of the incident was not an employee or a student.

CU ��ý�� condemns acts of violence and does not tolerate classroom disruptions, both of which violate state law and university policies. Our campus has long supported our campus community’s right to free expression, so long as those activities are carried out legally and in line with university policy, and do not threaten public safety. The safety of all students, faculty, staff and visitors on campus remains a top priority.

This is an active CUPD investigation, and all applicable charges and other remedies will be vigorously pursued against anyone who violates our policies and laws. Anyone with information regarding this case should contact CUPD at 303-492-6666 and reference case number 2025-0656.

We are shocked and saddened by the violent attack that took place in ��ý�� this afternoon. Our hearts go out to all of those impacted by this heinous crime, and we are grateful to the first responders on the scene. Hate and acts of violence have absolutely no place in our community or anywhere in the world. The university stands ready to assist our ��ý�� city and county partners and will be there to support the greater ��ý�� community in the difficult days ahead.

��ý�� students, staff and faculty who were impacted by today's incident are encouraged to reach out to campus counseling and support resources if they need to talk with someone.

While the ��ý�� continues to evaluate relevant executive orders and other decisions by the federal government that may impact higher education, we also continue to find opportunities to meaningfully communicate the impacts of how these orders may impact societal health, the economy, competitiveness and higher education at large.

Specifically, CU ��ý�� has:

Provided information to the Colorado Attorney General that was included in a lawsuit to block the federal government from slashing National Institutes of Health (NIH) funding.
Encouraged researchers to sign this letter aimed at protecting vital NIH funding
Signed a letter to Congress from various higher education associations encouraging Congress to reverse course on dramatic cuts to the U.S. Department of Education’s Institute of Education Sciences
Provided information to the Colorado Congressional delegation
CUSG students combined forces with student government leaders from other Big 12 universities to lobby on Capitol Hill in Washington, D.C., on behalf of higher education
Chancellor Schwartz published an op-ed in the Denver Gazette explaining and defending the facilities and administrative (F&A) costs associated with research grants.

The ��ý�� has paused its Critical Needs Hiring Program (CNHP) out of an abundance of caution and to ensure there are no ongoing gaps between university policy and the program’s implementation. A third party will conduct a full, independent and comprehensive review of the CNHP to confirm the processes are compliant with applicable laws. Its predecessor, the Faculty Diversity Action Plan, was sunsetted in 2024.
