RBSA Compliance Reviews: Purpose, Approach & What Campus Partners Should Expect

The Campus Controller’s Office (CCO) is launching the FY26 cycle of Rate-Based Service Activity (RBSA) compliance reviews. These reviews serve as an important detective control to identify errors, inconsistencies, or policy deviations after they occur, helping ensure that service activities follow campus, federal, and rate-setting guidelines. Findings from these reviews also directly inform campus training, communications, and policy updates. These efforts support continuous improvement across the RBSA community.

Each year, CCO selects a group of RBSAs for review using a risk-based, stratified approach. Factors such as revenue volume, percentage of federal customers, sponsor risk, prior compliance issues, reserve balances, and operational complexity help determine which units are selected. The goal is to ensure broad coverage of the RBSA population.

During a review, CCO inspects approved and published rates, business plans and MOUs, detailed revenue and expense financial transactions, allowability, allocations, and compliance with , CU ¶¶Òõ´«Ã½ÔÚÏß Cost Principles and The Guide Chapter 13. Results are shared and discussed directly with RBSA management, and CCO partners with campus units to complete any necessary corrections.Ìý
